New construction ratings cover more than just HVAC. The required measures span the building envelope, duct system, and equipment — and must all be verified in the field before the HERS data registry will accept the compliance certificate. Here's what Roo's Ratings typically verifies on a new build.
Measures whole-house air leakage (ACH50). Nearly universal on new construction since 2019. California requires homes to meet a maximum leakage threshold — homes that fail need additional sealing before the permit can close.
Tests how much conditioned air leaks to unconditioned spaces. Required unless all ducts are fully within conditioned space. One of the most impactful measures for overall energy performance.
Field confirmation that ducts are installed where the approved plans indicate. Verifies the duct layout matches the permit submittal before the compliance certificate is issued.
Confirms the AC or heat pump is charged to manufacturer specs per CF-2R requirements. An improperly charged system loses up to 20% efficiency and fails Title 24 compliance.
Measures actual system airflow (CFM) against design specs. Correct airflow is essential for refrigerant performance, heating and cooling delivery, and occupant comfort.
Measures actual watt consumption of the air handler fan (W/CFM). Verifies the installed motor is efficient and matches the compliance documentation. Required for all new construction.
A visual inspection confirming insulation was installed correctly — full coverage, no voids, proper contact with all surfaces. New construction only — not required for altered or replacement systems. When required by the compliance documents, QII allows the builder to claim credit for better insulation performance in the energy model.
